Does a guaranteed-reward promotion need a gambling licence in Kenya?

What does a shopper need?
Just WhatsApp. They scan the QR on the pack, type the code from inside it and press send. No app, no sign-up.
Can someone cheat by guessing or reusing a code?
No. Every code is random and pays out once. A second try is refused, and a batch with lots of repeat tries tells you packs are being copied.
What if our pack has no inside, like a sachet?
Print a unique QR on each pack instead, so the shopper just scans and sends. You can choose differently for each print run.
What happens to money nobody claims?
It comes back. Money for your codes is only set aside, and whatever isn’t scanned returns to your wallet when the campaign ends.
Can we see who scanned?
You see what was bought, when, and who keeps coming back, but never a name or a phone number. You can still ask them questions with a paid survey.
